MISSION:
• To improve the level of employees awareness on their rights and privileges, Civil Service Laws, Rules and Regulations, Goal and Objectives of the City Government, Office Policies and Protocols, and the like.

• To uplift the capability of the employees by providing them with the necessary trainings and development opportunities.

•To foster camaraderie among the employees by organizing recreational activities for them and their families.

•To encourage and strengthen participation of all department heads for the strict implementation of Civil Service Rules and Regulations, Office Policies and Protocols and the like.

•To ensure that all employees will be given fair opportunities for personal advancement, trainings, merit and promotions and the like.
HUMAN RESOURCE MANAGEMENT OFFICER
FUNCTIONS:
-
•Provide and maintain a systematic plan and programs for human resource development.
-
•Ensure effective and efficient delivery of services to all city government officials, employees and to all the constituents pertaining to personnel matters.
-
•Initiate review and recommend changes in policies, objectives, plans and programs to maintain ssystematic personnel management and development.
-
•Ensure that all laws and policies governing the human resource program are properly implemented and executed.

MS. AMELIA C. QUEZADA
City Human Resource Management Officer
A woman full of principles with a very humble heart, are some of the good traits she have that made her exceptional to others. Ms. Quezada is a simple yet a very energetic and motivated to make her career successful. She believes in her heart that treating people with “fairness and dignity” can lead one’s heart and mind to the dawn of eternal peace.
Her 18 years of work experience in the city to a different position from a mere Budgeting Aide to Budget Officer IV with patience and determination has helped her in the achievement of her goals and strongly developed her purpose in life.
To improve herself better and become more efficient and effective Human Resource Management Officer, she enrolled for Master’s studies and has graduated with Master in Public Administration on March 30, 2007.
With her strong determination, she initiated the total transformation of the City Human Resource Management Office upon appointment on April 24, 2006 by reactivating the different personnel mechanisms in the City Government of Antipolo such as follows;
- PRAISE Committee
- GRIEVANCE Committee
- PERC Committee
- Personnel Selection Board
- Career Development Plan

•Assist in the implementation and maintenance of a systematic plans, programs and trainings for human resource development.
-
•Ensures proper implementation and administration of the different personnel development mechanisms such as PERC, PRAISE and Grievance as well as the institutionalization of the MAMAMAYAN MUNA PROGRAM.

•Tasked in the evaluation and maintenance of Database information on trainings, seminars, education and orientation for employees’ development.
-
•Develop training and strategy, plan, screens and schedule training programs.
-
•Facilitate preparation of competency standards.
-
•Assist in the recruitment, selection and hiring of employees in accordance to civil service rules and regulations such as, publication of vacant positions, screening, interview and testing.

•Assess competencies and determine organizational staffing pattern.

•Process documents for appointments.
-
•Ensures proper administration of the Personnel Selection Board.

•Manage retirement, resignation and other modes.
-
•Performs such other functions as maybe directed by the head of office.
- •Maintains systematic and updated records of personnel.
- •Filing and safekeeping of office memoranda, circulars and policies as well as outgoing and incoming communications.
- •In-charge in the security of all records of personnel 201 files in compliance to CSC requirements for audit.
- •Maintain an organize records of personnel on leave credits, salaries, allowances and other benefits.
- •Tasked in the preparation of service records and other certifications as requested by the employees.
- •Perform such other functions as maybe directed by the head of office.

She also requested for the amendment of City Ordinance No. 01-99 to convert and fund at least four (4) positions through City Ordinance No.___________ in augmentation to the five (5) existing HR personnel and for the office to operate and function effectively.
And to improve the quality of public service in the city, the Mamamayan Muna was also activated to help monitor employees with exemplary performance and attitude towards work as well as those that are not. Eight biometric machines were also installed to monitor the attendance of the city employees.
Various seminar and training workshops were also programmed for the whole year to continuously enhance the employee’s skills and knowledge and to make them more equip towards their work.
And it is our office major thrust to continue institutionalize courteous, efficient and excellent quality public service through continuous advocating of different human resource intervention programs.
