City Engineering
OFFICE FUNCTIONS BASED ON RA 7160 & RA 8508:
The mandated functions and duties and responsibilities of the City Engineering Office/Acting Building Official Office pursuant to provision of R.A. 7160 and R.A 8508 The Charter of the City of Antipolo
•Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the city;
•Advise the City Mayor in infrastructures, public works and other engineering matters;
•Administer, coordinate, supervise and control the construction, maintenance, improvement and repair of roads, bridges and other engineering and public works projects of the City;
•Provide engineering services to the City, including investigation and survey, engineering designs, feasibility studies and project management;
•Perform such other duties and functions and exercise such other powers as provided for under Republic Act. No. 7160, otherwise known as the Local Government Code of 1991, and those that are prescribed by law and ordinance.
•Serves as a clearing house for all incoming and outgoing communication from within and outside the city government
•Formulate a system filing of all legal and pertinent documents issued by the office
•Responsible for all the documentation and consolidation of all reports in each division prior the preparation of Annual Report of the office to be submitted to CPDC office
•Responsible for all administrative function, such as preparation of payroll, correspondence, letters and memos, and other activities involving general and administrative office.
•In-charge of instituting capacity build-up initiatives for the Engineering Office through seminars, workshops and training.
•Coordination with other office/agency involved in the administrative function.
•Performs other functions that are deemed necessary for the office.
•Performs other functions that may be provided or those by laws or an ordinance.
ADMINISTRATIVE SECTION
•In-charge on all incoming and outgoing communication from within and outside the city government.
•Consolidate reports from different division and sections prior the preparation of Annual Report of the office.
•Perform general administrative and clerical function; attend to the needs of engineering personnel.
•Coordinate with other office/agency involved in the administrative function.
•Attend to other functions that are deemed necessary.
Administrative Officer IV SG 22
•Assist the head in directing and supervising administrative service functions.
•Supervises and directs the performance of functions related to personnel records administration, accounting, collection and disbursement, budgeting and control, property and supply management, public relations and information and communication management.
•Assist the head in implementing office policies, procedural directives and rules and regulations and in the preparation of budget proposals and annual reports
•Prepares communications for the signature of the head of office; keeps confidential files; coordinates and/or liaises with other offices, government and private agencies and other international organizations concerned.
•Participates in administrative consultations and conferences.
•Formulates plans and initiatives action for improvement/revision of existing administrative policies and procedures.
•Perform other related functions.
Administrative Officer III SG 18
•Assist the head in directing and supervising administrative service functions.
•Supervises and participates in the performance of functions related to personnel and records administration, accounting, collection and disbursement, budgeting and control, property and supply management, public relations and information and communication management.
•Assist the head in implementing office policies, procedural directives and rules and regulations and in the preparation of budget proposals and annual reports

•Assist the supervisor in directing and supervising administrative service functions.

•Prepares requisitions, vouchers, communication and recommendation for signature and keeps confidential records on file.
•Assist the head supervisor in implementing office policies, procedural directives and rules and regulations and in the preparation of budget proposals and annual reports.
•Studies existing administrative policies and procedures for revisions/improvement; participates in administrative consultations and conferences; and coordinates with other offices, government units.
•Perform other related functions.
Administrative Officer I SG 11
•Performs/supervises functions related to personnel and records administration, accounting, collection and disbursement, budgeting and control, property and supply management, public relations and information and communication
•Prepares requisitions, vouchers, communication and recommendation for signature and keeps confidential records on file.
•Assist the supervisor in implementing office policies, procedural directives and rules and regulations and in the preparation of budget proposals and annual reports.
•Studies existing administrative policies and procedures for revisions/improvement; participates in administrative consultations and conferences; and coordinates with other offices, government units.
Administrative Assistant II SG 8
•Supervises, assigns and participates in the work of a small group of clerks performing skilled and responsible clerical work and checks their work for accuracy
•Prepares/types difficult and confidential correspondence, memoranda, reports, indorsements, and other forms of written communication and personally attends to such works.
•Follows up pertinent papers, correspondence, payrolls and vouchers and attends to inquiries or refers telephone callers or visitors to proper sources
•Introduces and adopts ways for improving work methods and procedures in typing and filing of documents.
•Perform other related functions.
Administrative Aide VI SG 6
•Performs a variety of clerical tasks and prepares routine correspondence, indorsements, reports, memoranda and other forms of written communication
•Follows up filing system for circulars, memoranda, forms, reports and other papers/documents for easy reference.
•Prepares, issues and maintains records of office supplies
•Follows up pertinent papers, correspondence, payrolls and vouchers and attends to inquiries or refers telephone callers or visitors to proper sources
•Perform other related functions.
Administrative Aide III SG 4
•Performs a variety of clerical tasks and types routine correspondence, indorsements, reports, memoranda and other forms of written communication
•Files and retrieves circulars, memoranda, forms, reports and other papers/documents for reference
•Prepares, issues and maintains records of office supplies
•Follows up pertinent papers, correspondence, payrolls and vouchers and attends to inquiries or refers telephone callers or visitors to proper sources
•Perform other related functions.
Bookbinder III SG
•Gives assignments and instructions on work methods and procedures to bookbinders engaged in a variety of preparatory and finishing processes of bindery operations.
•Reviews finished work for conformance to orders and quality levels.
•Trains new employees and demonstrates the operation of all kinds of bindery machines and equipment used in preparatory and finishing bindery works.
•Perform other related functions.
Bookbinder I SG 2
•Operates a book binding machine for binding printed materials.
•Performs such preparatory binding tasks as tipping and pasting, casemaking, making end leaves, staffing and lacing in boards, making headbands, paring leather, quarter binding and tableting.
•Makes adjustments on machines used and sees to its proper maintenance
•Perform other related functions.
Administrative Aide IV (Driver II) SG 4
•Drives head and staff on official business. Sees to it that the vehicle is always in good running condition ad free from defec
•Maintains the vehicle and performs minor repairs.

PLANNING & DESIGN SECTION
Engineer III, SG 19
•Assigns and reviews work on investigation, surveys and location, programming and planning, structural design, or construction and maintenance of buildings and other similar structures.
•Supervises construction and inspection work: checks and reviews plans and specifications; and recommends settlement of controversies on specification requirements and construction procedures.
•Serves as project engineer for major construction and improvement projects.
•Supervises the field investigation project sites and the preparation of programs of work, cost estimates and time and equipment schedules and supervises and inspects construction work and procedures for adherence to plans and specifications and to specific provisions of the contract.
•Submits periodic reports on work progress and consolidates and evaluate actual cost performance for future programming and planning references.
•Perform other related functions.
Engineer II, SG 16
•Participates and directs the investigations and surveys, the preparation of programs of work, cost estimates and time and equipment schedules for any electrical, mechanical or construction projects.
•Reminders advice and guidance to subordinates on proper work methods and procedures and conducts inspection of projects.
•Evaluates and analyzes data on appropriation, expenditures, accomplishment, man-days and related matters for statistical and programming purposes and makes preliminary determination of the eligibility and the economic feasibility of proposed projects.
•Maintains liaison with government agencies concerned with the project.
•Perform other related functions.
Engineer I, SG 12
•Prepares, reviews and checks progress of work and detailed estimates of any electrical, mechanical or construction projects.
•Supervises projects undertaken by contract and inspects work for adherence to plans and specifications.
•Consolidate and helps evaluate technical information necessary in the planning and programming of projects.
•Maintains liaison with government agencies concerned with the project.
•Perform other related functions.
Architect II, SG 16
•Prepares drawings/sketches which embodies all the findings, analysis and studies of the proposed new construction or major remodeling
•Develops and prepares working drawings including all essential architectural and structural designs which are presented in the form of plans.
•Prepares specifications which describes the type, quality and general condition of the materials and all documents incidental to the project for bidding purposes.
•Maintains records, drawings, drafts, sketches, plans, correspondence and other documents; and requisitions materials and supplies.
•Perform other related functions.
Draftsman III, SG 11
•Drafts complete working plans and details or draws development plans of buildings, etc.
•Conducts studies on interior finishes, color schemes and ornamental details.
•Draws full-sized details of architectural features such as columns, cornices and ceiling ornaments; drafts maps from copy and makes perspective drawings of machine parts.
•Draws and colors geographical or geological features.
•Perform other related functions.
RECORDS SECTION
•Receives all incoming communication from within and outside the city government and performs a systematic filing and recording of various pertinent documents.
•Responsible for the smooth operation of all office equipment and administer distribution of office supplies for official functions of the office.
•Keeps inventory records of all office equipment and office supplies for office used
•Keeps 201 file of all office personnel diligently.
